Land Parcel and Property is a land boundary system. The term Land Parcel and Property can be interchangeable with cadastral, land administration and property systems.

Land Parcel and Property contains a record of interest in land. The data has geographical descriptions that allow users to link to information describing ownership, value of real property in a district and nature of the boundary.

Land Parcel Boundaries is a dataset that contains parcels representing easements, roads, crossings, rail and water, in addition to the traditional view of land and strata based information.

Land Tenure is a dataset that contains hierarchical classification of land parcels.

Land Parcel and Property contains a record of interests in land. The data has geographical descriptions that allow users to link to information describing ownership, value of real property in a district and nature of the boundary

A land parcel is an area of land with defined boundaries, under unique ownership for specific real property rights.

A property is something that is capable of being owned, either in the form of real property (land) or personal property (chattels). The interest can involve physical aspects, such as the use of land, or conceptual rights, such as a right to use the land in the future.

The cadastre is an up to date parcel based land information system which contains a record of interests in land (i.e. rights, restrictions and responsibilities). The cadastre includes a geometric description of land parcels linked to other records describing the nature of the interests, the ownership or control of those interests, and often the value of the parcel and its improvements.

A cadastral product or service visualises the boundaries of land parcels, often buildings on land, the parcel identifier, basic topographic features and sometimes boundary corner monumentation.

The land parcel and property theme provides the basic fabric of land ownership. It comprises the national cadastral database and associated parcel and property information.

Descriptive data includes the identifier, tenure, ownership type, size, value, land use and legal rights or restrictions associated with each separate land object.

Datasets

Land Parcels - This dataset contains a seamless national database of cadastral boundaries, excluding easements and road drainage easements, and parcel identifiers which are compatible with jurisdictional land titles.

Land Tenure - This dataset is a hierarchical classification of land parcels; aligning land tenure classifications to cadastral parcel identifiers

Purpose

Land and property data underpins the economic, social and environmental fabric of Australia and is used primarily to:

  • Display extent of allowable use of land
  • Provides a link between mapping and land titles making land management easier and more reliable
  • Provides spatial representation of land ownership types for cadastral parcels
  • Manage Title and Tenure, Nature Conservation, Heritage Protection, Defence, and Disaster Management
  • Improve infrastructure and property development planning
  • Inform water and carbon accounting programs

Current Status

CadLite® contains 14.7 million legal land parcels across Australia and property extents as defined by valuations. PSMA's Land Tenure product contains at least one tenure record for each land parcel. It requires the use of CadLite® to enable visualisation for the user.

Both these datasets:

  • Are aggregated from the jurisdictions land and property information data sets.
  • Are updated by PSMA quarterly.
  • Are available through commercial re-sellers.
  • Have edge matching issues at jurisdictional boundaries.
  • Vary in positional accuracy from sub metre accuracy in the urban areas to 10m+ in some rural and remote areas.
  • Vary in currency with some jurisdictions providing planned parcel information and others only as built with up to 6 month time delay

There is currently no single vertical integration of the Land Parcel and Property theme for the national coverage.

Future Status

The national land parcels and property data will be provided as a nationally consistent land parcel and property dataset which will support and deliver this information through the vertical and horizontal integration of the listed datasets. This will allow linking of location of these features across all themes. The dataset will include:

  • Matching with address data and a unique parcel identifier
  • Daily updates
  • A spatial accuracy of 1–10 metres
  • A consistent, edge matched national coverage
  • All planned parcel information
  • Other information about associated property identifiers (Lot on a Deposited Plan)
  • Easement information
  • A single point of access to information on rights, responsibilities and restrictions over land regardless of who imposes them:
    • Information about planned and actual land use
    • Information on land valuation
    • Information about development approvals
    • The ability for properties to be displayed in 3D
  • A two-way mechanism for users to feedback information on perceived errors, omissions or other issues will be provided.

The ANZLIC Committee on Survey and Mapping (ICSM) has develop a National Strategy ‘CADASTRE 2034 Powering Land and Real Property’ to address future needs for Land Parcels and Property.

A comprehensive 3 year road map, that addresses how the FSDF sponsors, custodians, users and suppliers will progress to the desired future state, will be delivered to the ANZLIC Council in August 2014 by the FSDF Sponsor and subsequently released.

Description

The Land Parcel dataset is a data aggregation sourced from the jurisdictions which depicts national and accurate land and strata based information including parcels representing easements, roads, crossing, rail and water.

Purpose

Provide a graphical representation of land parcel and property boundaries

Dataset Uses

The use of consistent and accurate land and strata based information supports the health, telecommunications, transport and human services and utilities sector. Key uses include:

  • Improved Services - assists organisations in making informed decisions on future location of service centres and other community services.
  • Land Use Changes - While CadLite® does not contain land use information, it is often used to examine urbanisation changes. Paired with the Land Tenure dataset, CadLite® can be used to provide spatial representation of land ownership types for cadastral parcels, further enabling analysis of change in land use
  • Location finder - CadLite® can be used to show internet or mobile phone users an array of established services in the nearest suburb.

Current Status

Australian State and Territory government mapping agencies and land registries contributes data to the PSMA Australia Pty Ltd (PSMA) CadLite®.

Future Status

PSMA is working to improve the data maintenance processes which have significantly enhanced its accuracy from previous releases. This improvement in processes will be continually reviewed to produce the highest standards possible in accuracy and quality control.

Future national land parcels and property data will include:

  • Matching with address data and a unique parcel identifier.
  • Daily updates
  • A spatial accuracy of 1–10 metres
  • A consistent, edge matched national coverage
  • All planned parcel information
  • Other information about associated property identifiers (e.g. a Lot on a Deposited Plan)

Key attributes (name and the unique identifier) have a high degree of accuracy in the order of 99.09%. Other attributes derived from the processing of supplied data may have a lower degree of accuracy.

The dataset is updated quarterly.

Description

Hierarchical classification of land parcels

Purpose

Aligns land tenure classifications to cadastral parcel identifiers, requiring the use of the CadLite® dataset to visualise or spatially analyse the Land Tenure dataset.

Current Status

The Land Tenure dataset is built by PSMA Australia Pty Ltd (PSMA) following a project undertaken in cooperation with the National Land and Water Resources Audit (NLWRA).

Future Status

PSMA is working to improve the data maintenance processes which have significantly enhanced its accuracy from previous releases. This improvement in processes will be continually reviewed to produce the highest standards possible in accuracy and quality control.

Purpose:

The roadmap outlines the development goals for the following three years, for all national foundation datasets within each theme. The goals are to be achieved in order to meet the defined end-state for the theme.

Details:

  • Goals are owned by the theme sponsor to achieve within the FSDF governance framework
  • Goals are designated as funded/unfunded
  • The roadmap is approved by ANZLIC annually
  • The roadmap will be referenced as a benchmark in work plans and updates to ANZLIC
  • The roadmap is updated annually or on a major change as required

Notes:

1. The roadmaps (and goals) are agreed by ANZLIC and FSDF sponsors. An unfunded goal indicates that the sponsor is actively seeking to resolve the funding issue. Where this cannot be resolved the sponsor may elevate the issue for the attention of ANZLIC.

2. Dataset custodians are identified in the Dataset Profiles available on this website and their role in the delivery of the roadmaps is critical. State/Territory jurisdictions are also integral to the implementation of the roadmaps.

3. Engagement with custodians and/or jurisdictions in the FSDF and roadmaps is an ongoing process through 2015.
