What's New with Geocoded Addressing

The Australian Government has entered into a contract with PSMA Australia Limited to release G-NAF and Administrative Boundaries datasets and to be openly available from February 2016.

The End User License Agreement for the datasets will be on the Creative Commons Attribution 4.0 International license, but open G-NAF will include a restriction on the use of the open G-NAF for mail-out purposes. G-NAF will be provided as a Pipe Separated Value (psv) file and the Administrative Boundaries dataset will be provided in common GIS formats. Updated versions of these datasets will be published on a quarterly basis on data.gov.au.

Description

An address is a structured label—usually containing a property number, a road name and a locality name—used to identify a plot of land, a building or part of a building, or some other construction. Geocoded addressing is the process of associating an address with coordinates such as a latitude and longitude to enable it to be readily mapped and related to other spatial data.

Geocoded National Address File (G-NAF®) (PSMA Australia Limited). G-NAF validates the captured address and makes it possible to verify a physical address and locate its position.

Description

Addressing is the specific identification of a fixed location (for example, a property, building, part of a building, or other construction) which is represented by a structured composition of place names and point identifiers. It may be further embellished with the inclusion of other valuable attributes including geocodes and delivery point identifiers.

Datasets

The Geocoded National Address File (G-NAF®) - a PSMA Australia Ltd dataset that validates the captured address and makes it possible to verify a physical address and locate its position.

Purpose

Addressing data provides users with unique and unambiguous identification of an address site within the context of the desired outcome (the physical location or the delivery location) of every address site. Addressing is used for:

  • Communication

  • Address validation at point of entry

  • Socio-economic and demographic analysis

  • Emergency services and public safety

  • Delivery of products and services

  • Personal navigation

  • Fraud prevention

  • Voter Registration

  • Innovation in business

Current Status

Each Australian State and Territory government mapping agency and land registry (Jurisdictions) contribute data to the PSMA Geocoded National address File (G-NAF®). The source databases they maintain are generally referred to as Geocoded Jurisdictional address Files (G-JAF).

Future Status

An officially assigned address for every property in the country. Each address will include:

  • a number on a road, and

  • at least one geocode.

The dataset will include:

  • the currency of the address information, as well as the relationship to any earlier addresses (eg. following subdivision).

  • Relationships between sub-addresses and primary addresses (eg in an apartment building).

The address needs to be recorded in the dataset within 2 days of its official assignment.

The Geocoded National Address File

Description

Validates the captured address and makes it possible to verify a physical address and locate its position.

Purpose

The G-NAF dataset is a data aggregation from multiple jurisdiction sources which depicts national and accurate information for geocoded addressing.

Dataset Uses

The use of consistent and accurate geocoded addressing supports the tourism, telecommunications, insurance banking and finance and utilities sector. Key uses include:

  • Better business - Many organisations rely on address databases to support efficient and effective service delivery. G-NAF assists in address verification, reduced duplication and improved service delivery. G-NAF allows organisations to develop more accurate socio-economic and demographic analysis.
  • Emergency response - Fast incident response depends on knowing the exact location of the emergency. For example, the ACT Emergency Services Authority uses G-NAF in its computer aided dispatch system to improve its response to 000 calls.
  • Personal Navigation - G-NAF is used in a growing number of websites, mobiles phones and tablets, and personal navigation products to accurately locate an address. This location intelligence provides connectivity between other services such as travel planning, imagery and features of interest information.
  • Fraud prevention - G-NAF has the capacity to prevent identity fraud, by allowing organisations to confirm the validity of a submitted address.

Current Status

Australian State and Territory government mapping agencies and land registries (Jurisdictions), the Australian Electoral Commission (AEC), Australian Bureau of Statistics and Australia Post all contribute data to the PSMA Geocoded National Address File (G-NAF).

Roadmap for Geocoded Addressing

Purpose:

The roadmap outlines the development goals for the following three years, for all national foundation datasets within each theme. The goals are to be achieved in order to meet the defined end-state for the theme.

Details:

  • Goals are owned by the theme sponsor to achieve within the FSDF governance framework
  • Goals are designated as funded/unfunded
  • The roadmap is approved by ANZLIC annually
  • The roadmap will be referenced as a benchmark in work plans and updates to ANZLIC
  • The roadmap is updated annually or on a major change as required

Notes:

1. The roadmaps (and goals) are agreed by ANZLIC and FSDF sponsors. An unfunded goal indicates that the sponsor is actively seeking to resolve the funding issue. Where this cannot be resolved the sponsor may elevate the issue for the attention of ANZLIC.

2. Dataset custodians are identified in the Dataset Profiles available on this website and their role in the delivery of the roadmaps is critical. State/Territory jurisdictions are also integral to the implementation of the roadmaps.

3. Engagement with custodians and/or jurisdictions in the FSDF and roadmaps is an ongoing process through 2015.
